The Sports &Youth Welfare Department, Assam, functions under the administrative direction and guidance of the Additional Chief Secretary/ Commissioner& Secretary/Secretary of the Department, subject to the overall control of the Minister in Charge, Govt. of Assam.

  1. Vision:

The vision of the Sports& Youth Welfare Department, Assam is to bring about social transformation by promoting sports and spreading awareness of sports across different sections of the society, resulting in character building and inclusive development. It focuses on the all-round development of body, mind and health of the youths and common citizens of the State. An individual self-esteem, confidence and ability to deal with stress effectively is one of the major building blocks of a community and nation and there for the Department emphasises identifying and nurturing sporting talents in Assam giving them the opportunity to shine and excel in the global sports arena by creating a sports centric ecosystem.

  1. Mission:

To fulfil the designed vision of the Sports & Youth Welfare Department, Assam, in a pragmatic manner, a definite and constructive mission is the pivotal way. Sports and infrastructure are the most closely associated aspects that play a crucial role in enhancing any sports persons performance to a higher level of achievement. The Department emphasises ensuring a pragmatic approach towards structured mission, promotion of competitive sports, physical activity, a healthy lifestyle, State of the art sports infrastructure, sports coaching and training and sports related activities. The Department is also committed to a mission to reach every nook and corner of the State to identify budding sports talents in different sports disciplines. Further, our mission is to promote and develop sports performances at national and international level competitions along with health awareness and improve quality of life which is the core mission of the Department.

  1. Objectives:

The major objective for creation of the Sports &Youth Welfare Department, Assam, is to develop sports culture in the state by promoting the importance of sports and physical fitness and enabling improved sports facilities and infrastructure at all levels.

It laid emphasis on development of State of the art facilities for various disciplines of sports as well as improvement of the existing sports infrastructures in the state at each District headquarters with pro-active support of other stakeholders.

Sports &Youth Welfare Department, Assam, was to vigorously pursue and implement the scheme of physical education training to promote Sports and Fitness as a Way of Life in the State to strengthen the sports wings in schools and colleges and to encourage sports & youth clubs to conduct sports activities and take effective steps to patronize and promote local games like Kabaddi, Tug of War etc.

It also works to develop community centres to promote health, fitness and sports among all age groups of the community including girls and women as well as to promote sports for specially- abled individuals and enable to re-integrate in the society.

Sports & Youth Welfare Department emphasizes on broad base of Sports in to a three tier system.

i.e. State level, District level and Village level by imparting coaching in selected sports disciplines and organising sports competitions at Block, District, State levels.

Sports & Youth Welfare Department has a provision for providing Grants in Aid/ Financial Aids to sports associations for organizing various National and International level sports competitions in Olympic sports disciplines and at the same time, it provides cash incentives, awards and employment opportunities to outstanding sports persons.

  1. Functions:

To fulfil its objectives, Sports & Youth Welfare Department has taken numerous steps to create all- round physical fitness, a healthy and happy society and a pre requisite for achieving sporting excellence at a sustainable level, and also to nurture the sporting talents of the State. Major Key functions of the Department towards the overall development of Sports are as follows:

    1. To promote traditional and indigenous games in a befitting manner by organizing workshops and events at District and State level with a view to showcasing the rich heritage of indigenous games of Assam.
    2. To formulate incentive schemes for creating fitness awareness through sports and traditional methods, and also assist in the creation of basic infrastructure at public places, parks, etc.
    3. Provision of funds to create basic sports infrastructure and development of play fields in all the villages and blocks of the State, during the next ten years.
    4. To provide annual acquisition and operational grants to purchase sports equipment and running of sports activities by the trained sports volunteers.
    5. To assist educational institutions, boards, corporations & private undertakings to organize sports competitions and to patronize specific games by creating their own teams.
    6. To encourage Sports fitness centres in Industrial/ Commercial Parks and Sports Competitions at Block, District, State and National level.
    7. To introduce Annual League Format in selected sports disciplines.
    8. To encourage girls and women for participation in sports and organizing tournaments at all levels, exclusively for girls.
    9. To make sports infrastructure specially-abled friendly and promote sports among specially- abled persons under the scheme “Accessible India Campaign”.
    10. Department has developed 500 play fields in rural areas covering all blocks of the State under Chief Minister Samagra GramyaUnnyan Yojana (CMSGUY).
    11. Department has also developed State of the art sports facilities and multi specialty sports complexes at various places of the State.
    12. Department has set up Centers of Excellence (CoEs) in sports at various locations in the State such as the proposed Bhogeswar Baruah Sports Academy to extend world-class facilities across the state, Khelo India Centre of Excellence at Sarusajai Sports Complex, Guwahati in the disciplines of Boxing, Weightlifting and Shooting. These CoEs with modern State of the art sports infrastructure, nutritious diet, modern sports equipment and training on scientific lines by eminent coaches would help the state identify, train and nurture sporting talents from the state.
    13. Small Khelo India Centres in all districts of Assam have been set up and are functioning for development of Sports district wise.
    14. The Department has been whole heartedly encouraging the NCC activities in the State. There are 5 NCC Group Headquarters and 27 NCC Units under the Group Headquarters. The Civilian Staff of the NCC Group Headquarters and Units are manned by Grade – III& Grade – IV personnel provided by the Department. Their salaries are also borne by the State Government. The Department has been extending financial assistance annually to the NCC Authorities for conducting various programmes for NCC cadets of the State such as holding of Republic Day Camp,Thal Sena Camp, Vayu Sena Camp, Nau Sena Camp,National Integration Camp and Annual Training Camps.
